Former Mayor of New York Rudy Giuliani made a statement to the media stating that the need for white patrol in Ferguson was that Black people were to violent and need white policing. it rather reminded of the attitude of the slave owners who believed Blacks were not capable of making decisions or ruling themselves and therefore needed overseers.
